Sharie Carter-Bane

Senior Project Manager
As founder and President of SC-B Consulting, Inc. Sharie Carter-Bane helps guide her customers and team to provide innovative solutions together. She brings over 30 years of experience as an accomplished analyst and project manager primarily in energy and facilities management. Around 2008, Sharie developed a passion for the Energy Industry which established the firm’s strategic direction in energy, resiliency, sustainability, and facility management. She has a BS in Philosophy and Accounting from the University of Illinois, Urbana and an MBA from Babson College.
Throughout her career, Sharie has been responsible for managing a strong team of business, engineer, architect, statistician, scientist, software, and project manager professionals delivering services throughout the United States. Sharie manages the company and projects with a focus on an analytical, scientific, and humanitarian approach, driving collaboration, growth, and technical excellence across the company. She constantly invests in ensuring the staff has the most recent training and technology to do their job well.
Sharie continues to grow the company providing innovative solutions for her customers.
Matthew Talaber, Architect, LEED-Green Associate
Senior Program Manager
Retiring as the U.S. Military Academy Engineer, Matt served the U.S. Army Military Academy at West Point for over thirty years. Beginning as a project manager, he was promoted to roles of increasing responsibility culminating with his selection as the USMA Engineer, a position he held for fifteen years. The first civilian to serve in this position, he placed over $1.5B in construction, as well as completing many monumental historic renovations. Most recently, Matt led West Point’s Master Plan update, and established a $2B program to recapitalize West Point’s aging infrastructure, while adding vital new learning and training capacity. Matt’s broad background includes design, construction, master planning, energy, privatization, utilities and infrastructure rehabilitation, and capital projects.
A native of Poughkeepsie N.Y., Matt has been married to his wife Lisa for over 30 years, and together they spend time enjoying the great outdoors, and visits with their children, Stephen and TessaRose.
Matt has a Bachelor of Arts Degree in Architecture from the N.Y. Institute of Technology, and a Master of Arts in Public Administration from Harvard University. He is a registered architect in the State of New York, and a member of the American Institute of Architects.
Anthony Latino an accomplished consultant with a Bachelor of Arts Degree in History and a Master of Architecture, with a focus in Historic Preservation from the University of Illinois Urbana-Champaign.
Anthony is a senior project manager who leads a variety of projects, and specializes in the restoration and rehabilitation of building envelopes. He has a strong background in historic preservation and his experience includes architectural design and detailing, historical research, site inspections and field documentation, preparation of contract documents and construction documents, and project management.
Currently, Anthony manages defense research and development projects of varying scope and size focused on developing high performance military facilities. His professional experience includes the investigation and restoration of existing commercial building exterior envelopes, water infiltration investigations, and window restoration and replacement projects.
Gonzalo Perez, CEM, CMVP
Consultant
Gonzalo Perez is an accomplished consultant with a Master’s Degree in Engineering and a Master’s Degree in Economics from the University of Illinois Urbana- Champaign. An original partner of The PERTAN Group, and a Senior Energy Engineer at SC- B Consulting, Gonzalo has worked on projects for The Department of Energy, The Department of Defense, Oak Ridge National Research Laboratory (ORNL), US ARMY Corp of Engineers, and numerous other businesses around the country. Gonzalo has a large passion for research, development, and education in the energy field.
Gonzalo was awarded the 2004 Best Peer Reviewed Paper Award in The Journal of Management in Engineering of the American Society of Civil Engineers (ASCE) for the technical paper “Improved Design Review through Web Collaboration”.
Gonzalo is a Certified Energy Manager and a Certified Measurement and Verification Professional.
Rebecca Halley has come from a creative and entrepreneurial background, running her own creative business since 1997. Simultaneously, she has also accepted many office roles which focus on administrative assistance, bookkeeping, and office management. This background is what allows her to be perfectly suited as both SC-B Consulting’s Office Manager and Procurement Manager.
